Fellow business policy users may have noticed eBay launched a (painful) new format. All those design issues aside, there is an active tech issue.
Currently shipping policies are not opening in Safari. I've had other users confirm they're experiencing the same. This tech issue has been reported to eBay.
This post is just an FYI to other sellers: it's not just you. Until the Safari issue is fixed, you can access shipping policies on another browser.
For me they're loading fine on Firefox if that helps.
