Shipping Policies What is going on?

What is going on with shipping and their newly assigned policies? I have like 29 to choose from and if you want to revise a policy it only shows the change once you save the draft or list the item. Selling online for over 15 years and this has got to be the most confusing and unnecessary programming change I have ever seen. So much for adding new items. It will take me twenty minutes alone to weed through the generically named shipping policies to find the one that matches the amount to enter. 

Can someone let us know if this change is temporary or is it here to stay. 

Does anyone know the reasoning behind this change? IT’S CRAZY!

and "opt-out" of the business policies and it should go back to what you are used to.
