Shipping Exclusions.
Excluded locations are being added to my listings. Sometimes 50% of the world, sometimes everywhere except USA.
In my preferences I have no exclusions.
I make no exclusions in the listings.
But it appears they are being applied randomly.
This is happening even when I select GSP.
Business Policies do not seem to fix it either.
