Sending offers to buyers

My ebay app won't allow me to send offers to buyers, for 2 days now.  I have un-installed and reinstalled app.

Same here.  I was able to send them on my desktop computer though.

I have also been having this issue for 2 or 3 days now. Nothing I do seems to fix it.

I have been having this same problem for weeks but I also noticed I have been missing offers sent to me by buyers. I go to click on the offer sent to me and it just takes me back to the original listing....It has happened 3x already. (I'm using the app) but also tried online also with no luck.
