Sending offer on mobile ebay ap

This evening, 10/08/2024 - I just tried to send an offer through my smart phone app.  I am a seller and I attempted to send a 15 % off - - only to get this error message in red - ! Percent off must be lower than 6.752%

What's up with that?

I went to desktop ebay and was able to send.

I am having the same issue. Called and told that is is a bug. Wait 24 hours.
