Send offers to watchers not working.

Keep getting the error message "please try again later"  anyone else having this issue? Something new broke everyday with eBay, but on the bright side they're raising fees again. This "pay more get less" is disgusting. Do better eBay.

I sent two offers to a total of 10 watchers about 15 minutes ago.
