Send offer to buyers not working

Send offer to buyers just gives me an error page

This may be because some offers are not eligible. 

How may this occur:

1.You may have already sent an offer to that buyer.

2.The buyer may have already sent/received too much offers.

3.There are no watchers/interested buyers on the item.

4.The item is an auction that ALREADY has bids. 

5.The listing is up either too early or too soon.

6.There are some bugs since this option recently came out in Seller Hub

I was able to send out over 30 or so to my watchers Over 36 hours ago...... None Responded Or sold..I just figured the watchers must be sellers just watching and watching...

Same here. Pathetic development quality... just like many of the "new design" changes where you cannot even see when you bought an item. Makes me want to puke thinking about it being my generation that was responsible for raising this generation of <whatever cussword you like>...
