I encountered this today and had to reach out to Ebay on Facebook as the ebay phone reps were of no help.
i tried to issue a 50% refund using the seller deduction tool, the amount was for $650 and would be charged to my credit card. The card blocked it due to possible fraud activity and sent me a text confirming it was me making the charge. (Probably due to the amount)
when I went back to re-issue the refund, the seller deduction tool was no longer available. It would default to the full refund.
I first reached out to Ebay by phone. The first rep confirmed that it disappeared and didn’t have a solution but that I could just offer a full refund. I said thats not a solution and asked to speak to a supervisor.
the supervisor looked it over and said dont worry the system will keep trying to issue a refund and that it could take 4-5 business days. Thats funny because I had only until Feb 14th (this occurred on the 12th) to issue a refund since sellers have only 48 hours to issue a refund. She also assured this wasn’t a bug (when clearly it is) and sounded like they wanted me off the phone. (This is the outsourced support thats terrible) she also was saying buyer couldnt open a case (also a lie)
I reached out to Ebay on facebook which has US reps and they got to work to fix it. They opened a case and stated I wouldn’t be hit with any infractions or metric issues, and that it would be pushed through on the back end as a higher up wouod have to clear it due to the amount.
they stated it would credit me back the difference as the case would resolve the full amount then credit back $661.75 and would auto appeal.
anyways, this is a headache of a bug that effects both the website and mobile app

To clarify, I said “today” but this was on Feb 12th.
