Sell to USA only? Received INTL. Offer?

I have my setting set to sell USA only. 

 

I received an offer so did a counteroffer.

 

Then realized the potential customer not in the USA but international.

 

So when I called support they said they would report it to technical.

 

They took the offer off but how do I know to make sure this does not happen again?

 

Is there a way? They even went over checked my settings and they are set correctly for only USA?

If you do not have an international shipping option on the listing, you are always free to cancel the transaction without penalty.

 

In your ebay and PayPal preferences you need to block international buyers and payments.  However, some international buyers will have a USA address or use a USA forwarder who reships the item.  You must still ship to the USA address, but your responsibility ends there.

I had all Intl. blocked so not sure how they even saw it. The support said it was a glitch. 

Supposedly sent to tech. 

I guess I am more concerned to see if it is working properly somehow now. 

Is there a way to know for sure that USA customers are seeing my items?

Anyone can go on the ebay.com USA site and see your listings.  It is just a matter whether they are block or not due to their address.  Hopefully, this was just a one time glitch.

 

You can sign out and then search for your own items, but search is so manipulated, you may not see them every time you look.
