If you are sorting your search results by "Lowest Price plus shipping" and seeing high priced items at the top of the list, you may be viewing "sponsored" listings. Sellers pay eBay (if the item sells) to place sponsored listings in prominent spots in the search results. Sponsored listings do not sort as other listings do. They can be identified by the word "SPONSORED" placed over the title of the item.
Except for the sponsored listings, your results should be sorted by price.
If you are experiencing something else, please describe exactly what you are seeing.

When I sort by "price plus shipping: lowest first", if I ignore the sponsored listings that are scattered throughout the results, the other listings are in the correct order for me.
I did find one multiple price variation listing that seemed out of place, but that might have been a case of the lower price variations lacking a search keyword I was using.
If you are seeing something else, can you provide a link or a screenshot?
