Sales down, business is dying. Why eBay charges store fee if its not working?

Trough mobil app 0 views, computer users are so rear now, so if eBay site is down why do we have to pay fees for? Sales are 56% down by now and I am very dissapointed my year subscription just got renewd 2 month ago and I regret... eBay carring about sellers less and less each year.. So Sad 😞
