Sale + Markdown Error Message

I am trying to set up a sale + markdown promotion scheduled to start on 8/16/2018. Whenever I click LAUNCH I get this error message: "We ran into a problem, but we're working on it. Please try later." Can someone please tell me the status of this issue? Is anyone else having this problem?

I don't see you have any listings up.

The new requirements state the listing must be running for 14 days at the "old" price before it is marked down.
