Just to confirm what I said about eBay spying..
eBay knows..
1. Your IP address.
2. Your PC's Motherboard Number.
So IF you use another PC they know and can reject login or ask to Verify Account, usually
via a Live Chat which you have to wait for.
3. The Browser you are using.
4. Mobile Phone Number.
5. Obviously all the other sign in information.
a, User name
b. password
c. Two factor (mobile Phone Text Code)
d. Verify you are not a robot via sometime frustrating Captcha.
GET ANY OF THIS WRONG AND YOU COULD GET THE RUN AROUND TO VERIFY WHO YOU ARE.
I have no ides what happens now IF you use a friends computer to do something on YOUR eBay Account.
As I said eBay are more demanding than a Bank account login.

The post you are responding to is from 2018.
If you have been able to sign in to eBay in the past but only recently began having problems signing in, try disabling your ad blocker on the eBay sign in page. If you are using Firefox, try disabling Enhanced Tracking Protection on eBay using the shield icon to the left of the page address. Or try another current browser.
If those suggestions do not help, there are some other suggestions in the thread you are replying to that may be useful.

Thanks so much. Current situation is:
All computers have max ad blocker and generally refuse cookies wherever possible.
OK on main pc and 1 laptop
2nd laptop loops captcha forever on Chrome but works ok on Firefox
I've given up trying to unravel that, don't think I should be forced
to disable my ad blocker if that's what's troubling.

I believe eBay uses cookies to determine if you have either completed verification or signed into the site from that IP address previously, so if you are blocking cookies that may indeed cause problems signing in.
You might try using a private or incognito browser window -- normally those should accept cookies and simply erase them when you close the session, provided you are not actually blocking them from being accepted in the first place.
You should not need to disable your ad blocker totally -- just disable it on the eBay sign-in page itself rather than the whole site, if that is indeed causing the problem in Chrome.

Yes, ebay are aware of the problem and are trying to fix it. I was one of hundreds who have contacted them about this.
