Responding to Best Offers in messages

Twice now I have received Best Offers for items that I have listed. The message shows up in my messages with a button that says "Respond Now", however when I click on it I do NOT get any options (i.e. Accept Offer, Decline Offer or Counteroffer). How do I respond to these offers? The first time this happened (Saturday) I called customer service and was told that I had to end the listing and relist it. Yeah, that did not fix it, all that did was lose the offer! And when I attempted to contact the bidder who made the offer I received an error message that said "Your message was not sent because you have reached your limit of messages for today. Please try again tomorrow." Really?!?! I ended up losing that sale!!!
So, today I got another Best Offer. This time when I contacted customer service I at least was able to get a resolution of sorts. After listening to my issue, I was placed on hold for 20 minutes and then was disconnected. But they did call back immediately to say that they had determined that one has to click inside the box with the bidder's customer id and "VOILA" the response options magically appeared. Perhaps E-bay should put instructions explaining that there are hidden buttons that must be clicked or better yet, FIX IT, so one does not have to search for hidden buttons in the first place.
