Resolution centre

I've been trying to access the resolution centre for a few days now both on my Android phone and also my Windows 10 pc.

The Resolution centre loads up but when I try and start, it comes up with a network error.

I need to resolve a problem with a supplier so would be grateful if you could help.

Is there an alternate way to start a dispute?
