Residual issue with buyer restriction settings?

I had these checked till a couple days ago.  Then remove them and potential buyers are still not able to buy and getting an error.

Only way around it has been to end the listing and do a sell similar.

Problem is I don't want to pay all these insertion fees for an ebay glitch.

Any help would be greatly appreciated!

Buyers who may bid on several of my items and not pay for them

Block buyers who are currently winning or have bought 12345678910255075100 of my items in the last 10 days.Only apply this block to buyers who have a feedback score of 543210 or lower.

Are you sure that you clicked on both "Apply" and on  "Submit" at the bottom of the page?

Thanks so much for your help!  Nope that was not selected so I did check that box and submitted.

Hopefully that will clear that up for the active and future listings.
