Cannot submit a "report seller" form.  Content will not "submit"...hangs on content screen and never acknowledges a submission.

Make sure the seller is still registered and that you are using the seller username and not the store name. Copy and paste the name directly from the feedback page.

Try another browser to rule out a browser issue.

Try submitting the report on ebay.ca instead of ebay.com to rule out a site issue.
