When I attempted to buy a sticker from a person in the UK it clearly stated that they do not ship to the USA.
Then I got a message/email from Ebay saying that the seller dropped the price for me. I clicked on the link. just to be told again that they did not ship to the USA. Now I keep getting similar emails from Ey and to make it more odd,they say I have to pay for an item that I can not get. There is no department that I can direct this to.

What do the email say, exactly? eBay may send reminders of an item left in a cart, but there is no obligation to pay unless you have committed to the purchase and the item actually appears in your Purchase History as "awaiting payment".
If you have somehow purchased an item that does not ship to your location, contact the seller to request that the transaction be canceled due to a "problem with the buyer's address" or "at the buyer's request".

Contact the seller using the link in your purchase history and request that the seller cancel the transaction at your request if the seller does not ship to the US.
