Repeated "Homepage is Down" When I try to post listings

I try to post a listing, the screen keeps trying to load, never does, then the home page shows this screen.  It happens repeatedly for minutes/hours.

Are you using a VPN by any chance? There may be a connection to that error when listing.

Some users seem to be getting that error when listing; others do not get that error all. It is not clear what the difference is between the two cases.
