Refresh queues for newly listed items?

Been wondering this for a while, and if anyone else has noticed--whether on the app or desktop, when searching for items that are newly listed you won't always see everything that has been posted.

There seems to be three 'queues' of listings: one with half of the new items, one with the other half, and the last with all the items. Which one you get seems to be random, and you can refresh for minutes on end without seeing the other versions, though it usually only takes a few refreshes.

Why does this happen? Is it due to cache/cookies, or something on the ebay side? You can refresh multiple times within a few minute period and see the same items, then refresh once more to suddenly see multiple items appear that were posted well before during the time you were previously refreshing.

It can be frustrating when those obscured items are ones you were particularly looking for, and they're often gone by the time you get to see them.

I'd imagine this is because ebay's many servers are still syncing with details of the new item. It may take a few minutes for all the server machines to get details about the item. So if your request hits a machine before it received the update, you may see older items. This is usually just a few minutes before all machines have the latest.
