Re-enter password to resolve a problem not working?

I'd like to resolve a problem with a buyer who has not paid.  It keeps asking for my password and when I enter it eBay asks for it again.  My password is correct because I can access my main account and see what I have for sale.  What is going on??

Possible workaround:

Go to the Resolution Center using the link at the bottom of the page rather than going through the item listing.
