Promotional Offers NOT being updated

Any one else having a problem with Promotional Offers NOT being listed?  I have been listing auctions for 2 days, and it is not updating to show how many more I have to list.  Contacted EBAY 2 times to no avail.  So what else is new?  They NEVER solve a problem!

So today all of a sudden I have a "Get an extra 500 listings for free" promo in my offers and apparently that was keeping track of my listings since July 22nd when all of this nonsense started. So either they created that promo on purpose to give them time to fix the monthly listings counter or it was there all along but no one could see it? Anyone else? Super fishy.
