1) The buyers can ONLY find the SPONSORED Items. The listings cannot be found unless you run a search for the title
This is what ebay states in regards to "Promoted listings" -
"You can use Promoted Listings to give greater exposure to the items you’re selling. You can get your listing in front of more buyers, and you’re only charged for the ad if it helped your item sell."

If you search for the keywords "victorian quadruple silverplate Basket" (without using the quotes). This item ONLY appears as SPONSORED, the regular listing is nowhere to be found. In the past both listings used to show up in the results.
2) After a promotion campaign ends the listings do not show up as being available to promote.

I believe that eBay has changed the way that Sponsored Listings work; if you are using "Best Match" sort, then either the Sponsored Listing or the organic listing will appear, depending on which is higher in the sort. If you use other sorting methods, both should still appear.
Note that certain ad blocker settings can block Sponsored Listings, though.
Regarding your second point, I believe that some users have noticed a delay before one promotion ends and another is able to start. During the holidays this delay was more pronounced, but seems to have decreased since then.
