Processed Payment not letting me issue a refund / return

Customer needed refund on damaged item in transit (I am processed payment seller).  Tried to issue return and then tried refund, both times got error messages.

 

Called customer service twice, escalated second time, was a mysterious error no one could explain.

 

The second person escalated and created a ticket.

 

One week later now, no respond, no follow up, and it is still broken.  Customer is **bleep** now.

 

Thanks eBay, way to give me broken tools, not know your own system or how to fix it, and no support or follow up while a customer and seller spin in the wind.
