I've had this happen twice now. I've had buyers upload pictures and say they are posted in the returns. They can see them and I cannot. The first time it happened I kind of thought the buyer didn't really know what was going on. This second time I definitely know the buyer was honest. After the return was closed, I asked for the pictures again (for USPS insurance reasons) and he had deleted them from his phone but was able to go to the closed return and access them again. This is definitely not ok. It has been several months since the first time it happened. Last time was a week ago. Ebay was no help and said since the return has been closed they can't do anything so I doubt it go forwarded to a technical team at all. Anyone else have this problem???

In the future call ebay before you issue the refund to see if they are having any issues. Have the buyer try sending the pictures through the messaging section. It is also possible the buyer may be fibbing and is taking a chance you will not push the issue. The call to ebay could help to verify if ebays reps can see any images uploaded by the buyer. Also maybe try a different device or browser.
