I think sometimes it is 'content dependent'. If it is non-applicable content (not dealing with the specific item) or inappropriate content (e-mail address or phone number), I've heard some say that they can't get the message through.
Then again, it may be the 'glitch du jour'.
Not saying 'NO' doesn't mean 'YES'.
