Can't pay for purchases since Friday morning.
After login screen I have that little window with endlessly spinning circle.
Doesn't matter did I select balance or credit - it's not working.
4 browsers total = Firefox, Chrome, Edge, Opera.
Cleared cash, cookies, private windows, disable adblocker etc etc - every recommendation I was able to find.
Spoke to paypal credit rep back at Friday (4 days ago, hello?!) and she told me "yes, we r having some technical issues but don't worry it will be fixed in no time!"
4 days passed and on top of paypal credit I have an issue with paypal balance or just simply to log in into paypal thru ebay to make a payment.
Any ideas of what is goin' on?!

Try paying using a mobile browser on your phone or using the eBay app, if possible.
Some users who were having similar problems have been able to get PayPal to work with eBay checkout by disabling ad blocking and disabling cross-site tracking cookies in a desktop browser.

As I mentioned before, I've tried everything - clear cookies, cash, history, private browsers, 4 diff browsers, 3 diff computers, 2 diff operating systems. Nothing. Zero.
However thanks for idea, was able - after 2 min of same spinning circles - to make a payment from my phone.
Any ideas on what is going on? 4 days in a row major world wide online payment system is not working properly, especially when using on the biggest world wide online auction? 4 days, really?!

No real idea why things seem to be working for some users and apparently not for others.
When I encountered a problem with Firefox I could still check out using Edge; I changed a few settings in Firefox related to undoing the blocking of cross-site trackers, and when I restarted the browser, I was able to sign in to PayPal during eBay checkout and pay. Not sure what the exact setting was as I changed several before restarting the browser, and now that it works I am unable to recreate the issue.

same here ive tried all the things that people on here are saying to try and nothing. had no issues yesterday and nothing has changed on my devices so it must be on their end and its getting annoying

Hi everyone, I just wanted to confirm that we are investigating this issue now and I have added all of the impacted users from this thread to our report. I don't have an estimated time for a fix at the moment, but will touch base if I need more info from anyone. In the meantime, make sure there is nothing wrong with your PayPal account (address, card on file, etc.) and that you PayPal login info is up to date. Try logging in to the regular PayPal site with the same account information to double check, and to ensure there is no account issue on PayPal's end that could be interfering with payment. Lastly, clear your browsing history/cache/cookies and attempt payment again. Some members may find checkout is successful when using a different browser, by trying to check out on a desktop or the mobile version of the site (whichever you were not using originally), or by logging into eBay.ca and completing checkout there. Be aware if you buy the item on eBay.ca, any potential issues with your purchase would be addressed on eBay.ca going forward.

Okay, after being on the phone with PayPal, then eBay and changing a browser from Firefox to Edge, was able to get the sign in completed.
What I finally accomplished with Firefox was to:
1. Allow PayPal log-in URL as a pop-up in your settings
2. Pull up an empty tab and get the page to PayPal log-in and without logging in, disable your ad blocker for that page.
3. Go back into eBay and try again to purchase...should work and I hope this helps.

"email can not be used for PayPal transactions at this time"
Sign in to your PayPal account and go to your Summary there. See if PayPal needs you to accept any new terms or else provide a taxpayer ID.
