One or more sellers can't accept payment right now error

Getting this error when trying to pay for an item I won on ebay:

First time it has ever happened, buyer says they have added paypal to their account. Any suggestions on what it could be?

I have tried on different computers/browsers/incognito mode but same problem.

Does the seller ship to Australia?

Is the seller new to selling?

It is possible that the seller has not set up the account properly to accept your payment.

They do ship to Australia (they are in Australia) and have 300+ feedback, not sure on sold though.
