Notes not being saved, again

Today (2/18), notes added to the Summary items are not being saved.
They were as of last week (2/13).
If I create a note and save it, it appears with the item. But if I refresh the browser page, the note disappears. Also if I close the browser and change to another browser, the note is gone (I tested with both IE 11 and Chrome).
This problem has been happening off and on for several months - see other messages here.
