Not receiving security verification text for updating payment method

I'm trying to update my debit card info for payments. Everytime it say eBay has to text me a security code but I never get a text.  This isn't the first time I have had problems with getting verification texts from ebay. This has been an issue for months and everytime I speak to someone they say they'll send a report to whomever but it's still not fixed.  This should not be an issue for a company this size. I have no problem getting security verification texts from other companies, banks etc. Find someone capable and fix this please. Thank you.

Are you able to verify your payment details using the eBay app? That may bypass the need for a security code.
