You can't fix it, Ebay knows there is a problem and has been working on it for many hours now. Just check in every so often. I managed to get one label 30 minutes ago.
eBay shipping labels are currently down. eBay is aware and working to fix it; there is no ETA yet though I expect they'll be back up soon since there are reports about sellers having intermittent success.

If anybody needs labels urgently, you can purchase anything but eBay Standard Envelope elsewhere. pirateship.com is a good option for USPS and UPS services.
It happened again today (8 OCT 2024). Waited a few minutes, tried again, and it works. The eBay connections to the USPS system can reach capacity during busy times of the day.
