There have been no changes to eBay or uSPS insurance procedures and policies. I'm still seeing it when I bring up a label prep form. You wouldn't be offered USPS insurance if you were shipping via Priority Mail and the item's selling price was less than the $50 insurance that's already included ($100 if you're a TRS).
Actually the day I was trying to print a label the item value was $75 and the only option showing was "ship coverage" which I never use. It is back to normal now showing both USPS insurance and Ship Coverage, I guess there was a ebay glich that day.
