Which site are you signing in to? I have seen that new sign in page on the ebay.com.au site, but not on the US site yet.
If you are using a bookmark to sign in, try going through the main ebay.com page and signing in there, or else going to the site map page and trying to navigate to one of your My eBay pages.
Sometimes trying another browser helps, or a private or incognito browser session.
I am still seeing the older one page sign in screen with username and password on the same page, one above the other, with the Facebook and Google links to the side.
Try this link if you are using the US site:

If you do not want to use that link, go to your sign in page, choose "create an account" and from the new page, select the sign in link in the upper right corner.
