Ah, that's what you mean by top taskbar menu -- the ebay links at the top of the page? And they no longer appear in Chrome, but do in other browsers?
I don't use Chrome that much, so the following advice is fairly speculative and generic.
Are you using an ad blocker with any custom rulesets? Try turning it off. I have managed to wipe out a significant chunk of eBay menus with an overly aggressive adblock rule.
Try clearing your cache and eBay-related cookies.
If the page looks OK when you open it up in an incognito window, you may have some sort of extension or profile issue. You can try a "restore settings to orginal default" in your Chrome settings.

Glad to hear you got your menus back! You should be able to reinstall your adblocker; if the adblocker was the problem and your menus disappear again, you should have an option that lets you turn off adblocking on a site-by-site basis.
When I ran into problems, I was using Adblock and I had been fiddling with the element hiding tool to remove some of the large headers at the top of most eBay pages. I wound up removing a lot more than I intended -- which I didn't realize until later. Luckily there was an "undo my blocks in this domain" option that let me start over.
