New Listings showing as Not Eligible for Promoting; however they actually are

I've noticed the last few days this issue appears to be getting worse. I upload my listings through a bulk CSV upload and usually do 50-100 listings at a time.  A few days ago it was just a few items per batch. The most recent batch I just did was for 60 cards and effected 100% of them.

Not sure why this is being flagged as it doesn't actually prevent me from promoting them but I can't go into my Filters and select 'Unpromoted' (or whatever it's labeled) which is what I would usually do.

Can see below it's flagged as "Not Eligible".

Workaround - Need to manually click each listing individually, Click on Actions -> Promote, and follow the normal flow to create a new campaign or assign to an existing campaign there.

Odd, last batch I just did now (exactly same except different cards), just went without any issues. Maybe it's solved itself..

If it happens again @bcmike0_1 come back and let us know. Hopefully it was just a problem with that one upload and is now fixed.
