I am trying to upload a MOV(mp4) video on Ebay and EB is saying it's an invalid file. It has 17.7MB data and the format is correct. What could the problem be?

Hey @liawrig.nq8rdwqa3. Does your video comply with all of the info on eBay's help page?
Video Format Requirements
- The maximum supported video size is 150 MB
- The maximum upload resolution is 1080p
- Supported output resolutions are 240p, 360p, 480p, and 720p
- MP4 file types- MPEG-4 Part 10 or Advanced Video Coding (MPEG-4 AVC)
- Providing links to YouTube or other video platforms is not supported
- Listings with variations do not support videos
If there's no problem with the video you could try using a different browser on the off chance it makes a difference. Otherwise, you might consider contacting customer support and ask them to add your account to the below tech ticket:

Wasting time who should I report it to with Ebay? Is there a tech support?

Before you report, make sure it's the same issue. In the tech ticket it says the error message is "video failed to upload" error, however re-reading your post you said the error message you're seeing is "invalid file." That appears to be a different issue.
If it's not the same issue then you should work on diagnosing why the file is invalid. Did you confirm your video meets every single requirement listed in my post above? That's where you should start.
You can contact customer service by clicking the help & contact link that's on the top of every eBay page (except these forums). A direct link to a chat or callback can be found on the left side of this page: https://www.ebay.com/help/contact_us?id=4002&st=10
