I am trying to reply to a seller that has requested info. I have been attempting to reply all day. However every time I try and reply the send option is either greeted out or it doesn’t send at all and pops up a try again later message. I have tried doing this through the mobile app and the website. Neither works.

That sounds incredibly frustrating.
If the question is of a general nature, have you considered revising the listing -- maybe adding a line to the effect that someone asked a question, but eBay messaging is problematic and please bear with me while eBay sorts it out. Even if you can't totally answer the question, there is a good chance the potential buyer will see that message.

Wait a second -- you said the person trying to contact you is a seller. You should be able to contact them through their profile page or through the "find a member" link of the advanced search page.
My previous response was assuming you were a seller who was having trouble responding to a potential buyer asking a question about your listing.
