When I posted 2 years ago about Codeless Coupon delays it soon became clear that other eBay store promotions, like Markdown Sale events, were also affected but I didn't realize it at the time.
I have heard some people say this is about the volume of activity on eBay which makes perfect sense. They were delayed during the holidays and delayed again currently.
I started a Markdown Sale event this morning (over 6 hours ago) and it's still stuck in "Processing".
You would think eBay would beef-up whatever is needed to fix this for sellers.

eBay's response is that it may take up to 24 hours for markdown sales to index and that is considered "normal experience."
They prioritize the "buyer experience" for page load speed (make sure all of those ads load fast!). Markdown promotions take a lot of resources because the price revisions require eBay's systems to re-index those listings.
Based on statements made by eBay, it is our belief that during times of increased traffic/load, eBay will queue the starting and ending of promotions and other compute intensive activities in order to divert all available resources to trying to keep the page load time/"buyer experience" running as fast as possible.
