Make an Offer Issue: a technical problem. {2517}

Failure to make an offer to the item which can be pruchased last week.

The item is international shipping, and the distination is not in the excultion lest.

I had purchased one device two weeks ago, and the seller failed to send the item.

Then the seller noticed the item was listed under a category that could not be exported.

So the previous order had been canceled, and the seller say I can purchase one more time.

Then the technical problem. {2517} is encountered

How can I fix it?
