What is the exact text of that "3rd party view warning"? Is that some sort of warning that the page is insecure and could be viewed by third parties? That might be caused by a browser problem or a bad (non-https) link.
Verification loops can be a sign that your browser is not handling cookies properly, or that your eBay cookies are being blocked.
Try using a different browser as a test and see if you get caught in that same loop.
If not, sometimes clearing your individual eBay cookies in your original browser can help if the problem is a corrupt cookie. Add-ons such as ad blockers or privacy extensions such as "Disconnect" can sometimes cause issues when signing in. If you use Firefox, try disabling Enhanced Tracking Protection on eBay using the shield icon to the left of the page address.

Yes, that's the warning.
This happens occasionally. It's a common glitch that fixes itself after a while. I thought it should be reported.

If that error only appears in one browser it might be a browser issue -- either due to a change in the browser, or a reaction to a change at eBay.
I seem to recall reports that Opera or another browser throwing up a similar warning briefly after going through sign-in on eBay, while other browsers did not.
