Local Pickup ONLY / Watchers

I had a Buy It Now listing set up for Local Pickup Only. I'm in Southern California and someone bought the item from Georgia, saying they didn't know it was Local Pickup Only.

eBay should only show a Local Pickup Only item to LOCAL BUYERS.

So we cancelled that order and relisted but then the original Watchers were all lost! I couldn't that group an offer.

A relisted item should keep its Watchers. Especially when it was relisted due to a cancelled order from a Buyer not paying attention.

How would eBay accurately determine if a buyer is "local"? I might live in Arizona but frequently visit SOCAL or I might live in Michigan but going to school at USC.

Given that Local Pickup ONLY is not all that common in relative terms it's something that buyers can easily miss.
