When viewing listings on the eBay website, single and double quote characters are being displayed as character entities (" and ') instead of plain quote characters in the attribute options. This issue appears to have started recently within the past few days. However, once the item is added to the cart, the variation info correctly displays plain quote characters.
I tested this on both Firefox and Chrome without any extensions, and the issue persists across both browsers. The eBay app does not appear to be affected.

eBay has trouble with apostrophes and quotation marks - has for years. I try to never use them. You'll find the same thing happens on sellers' about page, on invoices, and other areas throughout the site.
When creating that type of variation it's always better to use 20 in x 30 in instead of 20" x 30"
If the listing is new-ish or lacking in recent sales history, you may want to re-do it. When creating new listings, try to avoid apostrophes and quotation marks.
All that said, since you're reporting this is a new issue specific to variation attributes, I suggest clicking the ? icon on the bottom right of your seller hub page to file a tech report.
