I purchased and item, paid for it through paypal. Received and email confirming order and payment. Received an email with order number and tracking number. Link to tracking does not work and item does not show up in my purchase history. I contacted seller and they are saying that they have not received my order. Gave them the order nuber as requested and have not heard back from them since. How can I open a dispute and obtain a refund if the item is not showing up in my purchase history?

Is it possible that you purchased as a guest?
As a guest you would receive confirmation eMail of the sale but it wouldn't show in your purchase history.
If you purchased as a guest, it could also be why the seller said they didn't receive your order because it was placed with a guest account.

Is it possible you purchased using a different eBay account? Sign in out of this account and into that account to view your Purchase History there.
Is it possible you purchased as a guest? If so, sign out of this eBay account, then use the "order details" link in the email you received from eBay regarding your guest purchase.
