When we sell an item we send the buyer a message containing the shipping details. Normally we copy a previous message and edit the tracking #. This AM we sent one message and then tried to copy another message, to a different buyer, and when we tried to paste the "new" message we still pasted the old message. When we pasted the old message, deleted the tracking # and copy and pasted the new tracking number only it pasted the new #. Have never had this issue copying and pasting a message; can't be corrected by deleting browsing history or re-starting computer. Any ideas?

If I understand your question correctly, when the sort of thing happens to me on either a Mac or a PC, it’s usually because I did not do a proper job of copying the text that I wanted to paste. One time I replaced the batteries in my mouse, and that did the trick.
I assume that you are trying to paste the new text into a text field of some sort, correct?
Perhaps try pasting the newly copied text into a blank document or inside of an email, and see if it sticks that way.
Please let me know if I have misunderstood the problem that you’re having.

If you're constantly copy/pasting the same message, you should store it on a Notepad file PC or TextEdit file Mac.
Then you can always copy/paste the same message and customize as needed.
For whatever it's worth, as a buyer it annoys me when sellers send messages to say they shipped. eBay already does that automatically and eBay includes the tracking number, too. I don't need my inbox filled with duplicate messages. My inbox is full enough as it is.
That said, if a seller has a reason to reach out - like maybe the package was delayed and they want to let me know they filed an inquiry with the carrier - that's fine.

Plus one for the annoying message reminder.
Less is definitely more.

As I indicated if I copy and paste from anywhere other than an ebay message everything works fine. Accordingly, the issue is ebay messages limited and specific.

Because of the threaded nature of the eBay messages, copying and pasting does not always work as expected. It can work; you may need to try a different browser for best results. Smaller excerpts are easier and work better; longer excerpts can work with some practice, but I sometimes pasting results in upside-down text.
If you have messages from members forwarded to an email address, it is much easier to copy and paste from an email. You can also reply directly to the email without having to use the eBay message interface, and eBay will turn your email into an eBay message.

Then the idea above of keeping the message stored somewhere in a separate notepad document makes the most sense.
