I see you are registered in the UK. Currently you are signed in to the US ebay.com site. Have you tried paying on the UK ebay.co.uk site instead?
You should be able to purchase and pay on either site, but I am not entirely sure if you purchase on one site and try to pay on the other what will happen in that case.
