Images load fine for most of the site, but not when browsing using "Shop by Category." Thumbnails do not display, they seem to be .webp files. Search results work fine, in fact any thumbs I've loaded with a general search show up on category pages as .jpg files. I'm using firefox 64.

Firefox won't support webp image format until FF65, so I'm surprised that eBay is using it, but then again, Firefox is a small slice of the browser market, and a whiz kid at eBay must have figured they could save some bandwidth.
What must be happening is that your Firefox 64 is being detected as something that can handle webp, which it cannot.
Can you try spoofing your FFF64 US as something else like FF31 and see if the problem goes away?
Don't know your tech level or what tools you have avail, but I recently posted info on UA spoofing for another FF issue here:

Thanks for your reply. I too later determined that webp was the real problem and is planned to be fixed in the next firefox update. I tried rotating my chameleon spoofer to several settings but it didn't make a difference on those pages or the "visit store" user pages. I'll just have to hope the next firefox update gets released soon; and in the future eBay pays more attention to the 2nd most common browser for users.
