IMPOSSIBLE EDIT SHIPPPING COSTS IN BULK FROM 1 OF AUGUST TO NOW ON EBAY USA ,ON EBAY CANADA I HAVE NOT ANY PROBLEM.

Individually ,1 x 1 ,i can do it.

From 1 of August to now.

Could it be that they changed something in the logic to require that you specify a shipping service and target countries?

Maybe try selecting something in the "Ship to" and "Services" fields and see if it takes.

Of course ," i do it carefully always" but is rejected with the result( error)", in the 2 pictures.it is from past 3 days and in Ebay Usa not in ebay Canada.

I played with a couple of mine and got the same thing you did.

I have seen other OP's with similar issues with bulk edit.

I'm having the exact same project trying to bulk change my listing to free shipping.  I've tried pretty much every possible combination and I stll get the same error meassage as you.  

I first posted this on the Member to Member board and a member referred me over here and the first post I see is the same issue I'm having.

Also to note.  I also had 22 listings end, I went to relist them and tried to change the shipping to free shipping and received the same error.

Yes,I  guess than if i can do it "without problems " on Ebay Canada and not on ebay Usa ,is not a missing java ,flashplayer or similar in my pc or computers.  or yes?.

eBay began the Guaranteed Delivery option on Aug 2. They may have made a change on Aug 1. They may have issues blending the new functions in to the old.

Think you are right. This is also occuring - it looks like shipping table functionality has changed to incorporate the promised "location specific rate tables" and has broken something:

08-02-2017; 08-03-2017 posting this everywhere trying to get a response - even talking to customer service who said they would call me back in 30 minutes or so once I showed them what was going on ... that was 4 hours ago!   Trying bulk edit to update domestic shipping but get error msg & can't - anyone else?

I was doing this because a bunch of sellers have messaged me they are getting charged shipping on every item where I have (for years) charged only one S&H charge with all additional items free.  They called eBay and were told it was me not them.  Many of these are repeat buyers that now I only have one S&H charge

All of this started today though I have been getting sales fine.  I even suggested to delete the items in their cart and repurchase in case eBay was just having a glitch - no luck.  I will, for now, refund the extra S&H fees they are charged ...

Expedited (1-3 days) ,
Standard (1-5 days)
,Economy (1-10 days)

Economy is the basic used shipping ,without tracking door to door because is not Registered or Certificate,the usual for an international transaction.And of course : the more cheap service!.
1 to 10 days !!!!
I have experiences sending worldwide from past 30 or more years,is a Hobby.
To Italy delivered in 10 days ! Absurd.is 20 to 50 days!
to Mostly European countries in 10 days?....are (with 2 or 3 exceptions) 15-24 days.
to China,Australia(20-40 days!!).
More and more.....
How a seller can promise a delivered of 10 days worldwide ,each system and service in each country is "different", and averaghe NEVER can be delivered in 10 days!!
I can put my hands in the fire about all it.I know what I'm saying 100%.
Now,still with the same problem than i past days and are running 4 without a fix ,solution or any option for fix remove or change the shipping costs in Bulk on my large store .

Something important : Out my country,any package with registered or basic simple regular ,is out in only 2-4 days .
