I see you are registered in Australia -- have you tried making a payment through ebay.com.au ? Or tried using a different browser? Or tried using the app?

As stated you are on eBay US and not AU and the error would be from where the device you are using is based.

You are now the 3rd one to have this type of problem in the last few days in Aus,(the links below are on the Aus boards.
