I can not sand invoice to customer due to the technical issues

What is going on with eBay. I have sold a bided Japan 2000 Yen banknote to my bidder. However, I sent the invoice for 8 times and the invoice always shows the technical error. I am sorry for my customer!

I notice your account is registered in Canada, but you are currently on the US site. Have you tried sending the invoice from ebay.ca instead?

My account is on Canada, and I am in Canada now. I never came to America before. I tried to send the invoice on eBay.ca, but it is also technical error.
