I have this same issue and tried to hit the pay button but it won’t work . I am still stuck with not completing the order. I don’t understand why others can do it but I can’t . The words about the seller not shipping in my area had blocked me from completing the order. I am so mad because eBay can’t fix it and the seller can’t seem to fix it either. If I have to wait much longer I will have to give up! So sick and tired of shopping websites getting so messed up

and delaying things. Online shopping is not fun anymore.

You will need to redo your payment methods on Paypal and eBay.  Erase and re-input your payment method like brand new at each site so they match.  It should clear up the problem. 

Make sure to use the same card both places, with the same name, billing address and expiration dates.

Once your personal payment data "matches at both sites", it should work.  Please let me know.
